Prevents MANPAD and other troop spam, until troop limits/player in place. Need to use logistics centre as not many available distinguishable buildings in DCS.

Unsure about this now. Currently in RSR 4.0:

currently can load troops and logisticsc crate in any order OR troops then JTAC crate but NOT JTAC crate then troops
prevent loading troops with ANY internal crates?
allow loading troops with ANY internal crate

I think the intent of the code is that you can carry troops or a logistics crate; my mental image is that the crate takes up the space where you'd put the seats/benches.

Current decision from team: mad rabbit & Winston:

FOBs + no LC = no troops
FARPs + no LC = no troops
neutral airbases + no LC = no troops
capturable airbases + no LC = ALLOW troops

Other considerations: "capturable airbases require ground force dominance even after the LC is dead, whereas neutral airbases and FARPs do not. Thus the troops at a capturable airbase represent a last ditch effort to defend even when the LC is gone in some respects."
