Block slots for carriers when complementary bases are not owned #154

Red carrier depends on Kobuletti ownership, and blue carrier on Gelen (soon to be Novo) ownernship.

Add carrier slots to slot blocking when these complementary bases are not owned.

From memory, MIZ is setup that if:

south bases blue, north bases red
if red does NOT own Kobuletti (soon to be Batumi) in the south then red carrier should spawn
if blue does NOT own Gelen (soon to be Novo) in the north, then blue carrier spawns

Recheck and get carrier working with inverse capture logic.

Unsure about this feature as carriers will not spawn if inverse base is owned. Makes sense for carrier to persist and still be available until immediately after taking the inverse base.

Requires discussion.
