fast forward or backward using shortcut #1158

Description of the new feature / enhancement

just like pause/play or next track this feature enabling us to fast forward or backward the video universally without going to video or app. By using shortcut keys, the video can skip 10 seconds forward or backward.

Scenario when this would be used?

While watching YouTube in browser and working in another tab or app normally u can't skip to forward or backward you have to go to the tab and skip, by including this feature the video playback can control from any tab or app.

Such functionality isn't natively present in Windows.
