Alerts on "question mark" button #316

Instead of displaying alerts ("Install addon", "Enable web push", "Set e-mail for password recovery", "Upgrade settings" #315 etc.) in the page, display number of alerts on the "question mark" button and display them in a dropdown list.

It is possible to use the same list for recommendations of active discussions, new users etc. The recommendations should be removable (with a close button or a swipe on mobile) and should disappear after some time. The same user or post should not be recommended repeatedly during a short time. It should not be recommended again at all, if the recommendation was removed.

It may be better to add these alerts to the Newsfeed or to the instants (if they are urgent) as a special type of a story.
