[BUG] Settings button visible to players #7

Despite the scope being "world" in settings.js, players still get the Settings button in the module settings window. Opening and closing it will throw a "player lacks permission" error.

The bug here is not the settings button being shown but actually using kind of settings general players are not allowed to modify...
