Errors for Users without Access to Footer on Module Management Window #37

When users do not have access to manage modules, the footer does not exist and the button can not be added. this causes an error log in the console.

I am going to make a pull request later with this fix but figured I post this error here as well in case I forgot to do so or if someone wants to be me to it.
