Add core version support prioritization #40

The testing should start with modules with supported core version out of date. It has decently high chance of immediately catching problems.

Prioritize something in the following order:

Major version out of date (e.g. supports v9 instead of v10)
Build is out of date (e.g. supports specifically v10.255; ignore this step if no specific build is declared)
Normal prioritization, whatever it may be
