"Preferred license" under "Edit Organization Profile" less flexible than original application #13

What steps will reproduce the problem?
1. Go to the Mentor Home <http://code.google.com/soc/mentor_home.html>.
2. Click the "Edit Organization Profile" link for an organization.
3. Observe the "Preferred license" dropdown box.

What is the expected result?

A text field in which to enter information about the organization's
license, like the one in the original application. For example, for
ikiwiki, I wrote "ikiwiki uses the GNU General Public License. The
basewiki, incorporated into users' wikis, uses an all-permissive license.
See http://ikiwiki.info/freesoftware.html for details.". It appears that
if I edit the organization's information, the "Preferred license" field
will have to change to one of the fixed list of licenses.

What do you see instead?

A dropdown box with a fixed list of licenses.

Choose GPL and then make note in your organization description that basewiki
uses an
all-permissive license. You can only choose one preferred license per project.

In that case, the organization application should use the same dropdown box,
rather
than a freeform text field.
