Not checking the "I accept the terms" reports no error #14

When you sign up as a mentor and forget to click "I agree to the terms of 
service", the web app will 
just silently throw you back to the page with no error message.

This confused quite a few of our mentors, especially since that section doesn't 
have a proper label 
and is obscured by the map. Ideally, it should be close to the Submit button, 
with a proper label 
and spacing.

Hmmm.  When I missed checking that box, I got a prominent error message saying I
needed to do so.
