Application list creates a second, empty, page at 25 applications #33

What steps will reproduce the problem?
1. Get 25 applications

What is the expected output? What do you see instead?

One page, for applications 1-25. I get two pages, one for 1-25 and an empty
one for 26-25

Possibly related is that the ineligible list says "ineligible 1 to 0" when 
there are none (instead of "ineligible 0 to 
0". This doesn't cause any problems but I mention it as it may be the same bug.

The same thing happens with 50 applications. On the second page, it says

 Forward (51 to 50, of 50) >>

And it's still doing that now, so it doesn't look like it's fixed.

Not fixed.  I still see a link for a second page with no applications.  Not big 
deal.
