no email notifications for secondary mentor #38

What steps will reproduce the problem?
1. The primary mentor gave me admin rights.
2. Some student posted a public comment for a project that didn't have a
mentor assigned.

What is the expected output? What do you see instead?
I should have received a notification mail, but I didn't.

Please provide any additional information below.
My organization is "Haiku".
