buggy pagination #39

What steps will reproduce the problem?
We have 25 student applications.

What is the expected output? What do you see instead?
At the bottom there shouldn't be any "Forward" link, but we see "open 1 to
25    Forward (26 to 25, of 25) >> ". When I click that link I see an empty
list, of course.
