Entering more than one evaluation increases cumulative score #40

Steps to reproduce:
1. Enter 2 evaluation scores; +4 both times
2. See the cumulative score for your name read '8' 

I expected that only my last given evaluation score would be used. In other
words, I expected the cumulative score table to read '4'.

Now, I can game the evaluation procedure by continually voting for the
application I most want to see succeed, overpowering the votes put in by my
fellow mentors.

Just to give a contrasting viewpoint:

I don't think the ability to modify the score should be restricted in this way. 
If
the mentors are at war with each other and cannot work together to reach a 
consensus
in the rankings, then a project has bigger problems than a restriction of this 
kind
in the webapp would solve.

The limited set of increments and decrements allowed currently in the webapp 
are not
always enough to sift through a large quantity of applications.

The WebApp docs *explicitly* document this behavior, so it's a feature, not a 
bug :)
