Mandatory files #2

Make sure the following files are created, they exist on the source tree and 
are kept up-to-date:
1. README: high-level introduction with pointers to other resources such as 
website, documentation, licensing, etc.
2. MAINTAINERS: list of contributors and their contacts
3. COPYING/LICENSE: It is another issue in its own.
4. CHANGES: the changes (fixes and features) introduced in this release
