[BugBash][GTP][T3][HealtheIntent][Functional] Announcement Tool save option is enabled without even any data. #445

Steps to reproduce:

  1. Login to the HealtheRegistries application using the correct credentials
  2. Go to App at top right and select Announcement tool from the drop down.
  3. Click Create from Left Top option under Announcement.
  4. Save button is enabled by default. However, this is inconsistent with application’s other edit and save option where save button gets enabled after entering some data.

Announcement tool is a separate application and uses server side validations. Client side validations can be added in this case.
