Conflict with the carpet-fixed mod

Description

The server in the presence of the Banner and Carpet-fixed mod does not start, due to a conflict in priority (this is my opinion), everything happens at the initialization stage

Step to reproduce

1. Install fabric server version 1.20.1 0.14.22
2. Start the server
3. Turn off the server
4. Upload the banner mod to the mods folder
5. Throw mods: Banner, carpet-fixed, carpet, fabric-api into the mods folder
6. Start the server
