[1.12.2] FTB Utilities Ranks not work

Mohist Version : 313

Operating System : Windows 11 on client and Win10 on server

Concerned mod / plugin : FTB Utilities 5.4.1.131 FTBlib-5.4.7.2

Logs : No.

Steps to Reproduce : I installed FTBU and FTBlib, set TRUE for enabling rank features at FTBU configs. I try to use command /ranks create on both client side and server cmd, it says "This feature disabled on this server." in chat text. Description of issue : no ranks are created, and no ranks.txt files created in "local" folder. 我安装了FTBU和FTBlib，在FTBU的配置文件中启用了ranks功能，尝试在客户端与服务端输入指令/ranks create <组名> 未果，在聊天框中显示“此功能在服务器中禁用”。 并没有成功创建组，也并没有在local文件夹下如预期一般创建ranks.txt

This seems to have happened before, but in older versions. 似乎以前就发生过这样的问题了，但是是在旧版本。

I met the same mistake in the lastest version [mohist-1.12.2-315-server] .When i try to use ftbrank (the part of FTB Utilities) , it tell me that it is disable , did anybody can solve it?
