Respawn Timer Increase + Tips and config adjustment #2400

About The Pull Request

Increases our respawn timer from 5 to 10 minutes on account of us having added more methods of healing since the original 5m respawn timer and also people generally getting their bearings and dying less. This should make death matter just that much more.

Also includes an update to the tips.txt to reflect more accurate, up to date information, and I commented out the ALLOWHOLIDAYS thing in the config because fuck holidays. (I hope this doesn't break anything)

Why It's Good For The Game

Respawn timer go up, RP go up, yea

remove all holidays except holy days
