Mini Mammoth Milly Rock #2419

About The Pull Request

This PR adds in the Mammoth (Mini milly rock edition) National Guard base! :DDD (that's what the robot called it so idk) as well as removes the major military bunker and gives the enclave base a PA rack/slightly bigger loot room

Why It's Good For The Game

Gives an above ground location to LOOT... it's also got a little bit of lore but if I'm honest I only did it for half of the base. Spoiler alert: chatGPT.

It doesn't have loot put in it yet. @Hekzder get to it.

I removed the major military base underground and kept the enclave location. That leaves us with two semi-large militaryish locations to loot. The upper of which has a sentry bot. So... idk.

It looks okay, I guess. There's been worse. I wanted to do a lot more to it but I've been stagnating a lot as of recent and have to step away from it.

Also this PR disables freerange from MS13 basetype radios and also just shrimply drops the range a radio could hypothetically be down to 1. Wow...

This is good for intercoms I guess but is really a jank solution I think.
