Basically title. Adds handcuffs to Town Bodyguard, MPs, Town Enforcer for Drought, and Mon City Captain. Also nerfs the Sentry laser just a tad since it was originally buffed to counter PA, buffs it's health slightly, and slightly buffs the movement speed of some of the slower basic mobs to make them not completely trivial to fight.
