Update TOBITSHIFT to 515 tgstation latest to fix slot index error #2522

About The Pull Request
Suit slot is not working. Our TOBITSHIFT is out of date, updating it seemed to fix the index problem with it.
Why It's Good For The Game
We are so back. Also we probably should update some other math related defines cause 515.
