Adds back our splashscreen to centcom.dmm

I'd just like to thank everyone for being here... I've never been so happy....

Merging this so we can at least have the screen working again. However, on the new repo we will need to reconsider how we use the splashscreen. At the moment, it seems like we can't swap DMIs at our discretion (which we kinda want for the boot screen limited run animation which then swaps to the indefinite load screen animation).
