Vault City roles and Wastelander randomized apperances #218

I've taken the liberty of going ahead and fill out the town's roles and giving the Wastelanders some quirky starting clothing that's highly randomized. I haven't added armor or weapons to said wastelanders, as i'll probably have to go and talk to hekzder and see what I can get away with giving to the lucky dudes. This is a work in progress and i'll update it soon and notify once it's done with screenshot examples. Shoutout to Infra for the COOL ASS vault sprites.

Got all the outfits in. I'm going to hold off adding backpacks and anything that may be in their pockets until we actually fully decide how much we want to give people in the first place. Pictured is the entire vault's roster with an item to represent their role. Don't mind the naked corpses. Women aren't allowed to have clothing yet. image

With this i've also given Wastelanders a basic setup to have randomized loot that can give some pretty cool looking outfits. They don't spawn with any armor, at least not yet. Similarly i'll have to talk to Hekzder about what they can start with.

A bunch of the item slots are set to null. That shouldn't be necessary in most cases since /datum/outfit/job/ms13 already sets most of the slots to null. Being the base class, the rest of the job should inherit it.

Armor and such can come later when we actually have our new armors coded and sprited in once Infra is done. But if we are going to spawn Wastelanders with armor at all it will just be whatever the shittiest T1 armors are. Also, I pointed this out in review, but every role should spawn with a backpack, I don't think this needs to be discussed very heavily and any time it was brought up in the past, the ultimate conclusion was just that people should have backpacks.
