Adds the platinum drip to town authorities #253

image Not much need be said. Swapped a couple names around to accommodate, changed the old sheriff hat to be a free spirit once more and embrace the new title of "park ranger hat", updated the loadouts to include Infra's banger ass hats and gives the Mayor his REGAL FIT. Shoutout my boo thang, scar.

I've gone ahead and gone ahead of the curve and have worked this into a PR i'm working on right now. Closing this.
