Fixes up the sewers a bit. Adds in manholes/ladders. #288

HEY

I've gone ahead and fixed up Manny's rough layout of the sewers with the choke points. I've relocated the random control room the Riddler's water treatment plant, along with fixing up random things along the way. I've given us our own MS13 variant to ladders, along with a manhole sprite made by Starless. The manholes don't function much other than a ladder currently, but it'd be nice to have to pry them in the future. By a better coder, not me. image

Riddler's facility changed up This is mostly consisting of replacing the railings that didn't function, and fixxing some var edited lights. God knows how many of these were places, but I wiped them all. image image

Overall, each section has a way out now. No longer is it a possibility for a person to be locked into an inescapable dark tunnel, their death determined by a person across the map that doesn't know what a button does.

I messed with a bit of the icon messery as well. I relocated the round standalone table to the dmi with the other standalones, and got rid of structures.dmi in favor of having dedicated .dmis under mojave/icons/structure/
