BOS base remake/Low Wall fix #317

Alright.

I've gone ahead and remade the BOS base to the best of my abilities. Along with this, i've embraced being a hypocrite and also including a slap patch to get the funny green text again, fixing all the low walls soon after I post this PR in another commit to follow. As for the base, I believe i've shrunk it a bit. The top Z level consists of scribe bunking, head paladin, a meeting room, and that's it. Trimmed some old an unneeded stuff. You can just look for yourself.

I'm not usually a bunker making type of guy, so i'm a bit skeptical. But it's more or less what I wanted of a BOS bunker, in the end. I asked for criticisms or suggestions and was met with crickets, so I guess we'll see. I reused a couple rooms from Dust's version, shifted a few things around. But other than that, it's completely new. The pipes do in fact trip you. Time to make a funny. And yes, the prison does have a back door exit very close to it. BOS stay seething.

Cool. Green checkmark acquired once more. I'll need to fix the holotable and I think i'm good to open this.

Officially discovered update_light() and got the holo table to work. BOS has a quirky new light source that is rather useless right now, other than looking cool. Point being, a basic version of it is in. BOS base is looking good to myself, personally, and nobody is seemingly strictly against it. So I guess it's remaining as this. I'll be opening this, now.

To note, also. The ms13 fluff subtype is now an actual thing. Before it wasn't existing, now it is. It's included in this PR because at one point I was just going to make it a fluff thing, but brought it into machinery in anticipation of perhaps giving it actual purpose in the future. I have also given a single space to the spot before 'EAST' in a APC direction subtype
