Updated the current NDArray implementation #36

NDArray

Removed ArrayDescriptor and added NDArrayShape, NDArrayStrides method. Edited it to work with all existing functions.

NDArrayView

Removed NDArrayView in this branch
Removed any StaticIntTuple methods (Everything except dtype are run time)

test.mojo

Added some examples of possible NDArray constructors. Can be added to examples repo in notebook form.
