Cleanup & next release #303

This does a few long-standing maintenance tasks, and will eventually mark the next release

Cleans up readme
Moves to pyproject.toml
Removes versioneer
More to come...

Any updates on this? I need PEP 517 compatible builds for a tool I work with, and versioneer.py in v0.9.1 is causing problems due to its use of SafeConfigParser.

Sorry about the delay, I have been completely consumed by another project. I will see if I can get this in & released in the next few days.

It just needs a bit of testing because it completely changes the packaging situation, so I want to be sure nothing breaks.

I tested the packaging and it all seems to work

New version is on PyPI and on the website. Will be on conda-forge later today!
