Miscellaneous updates to tests & GHA

Description

• Add python 3.11 to some tests that were missing it
• Update checkout action
• Use setup-micromamba rather than miniconda
• Use psi4 from conda-forge rather than psi4 channel
• Remove codecov

setup-micromamba has an issue with running multiple times in a workflow. So can't do that (yet)
