Implement Backend from forked repo

Summary

After building the backend using some of the tools given in the repo it has been decided that it would be best in order to rebuild the backend with forked repos.

Expected Behaviour

Be able to run and interact with the database and the frontend as expected.

Extra Details

Will attempt to do so using as much of the docker containers as possible

Forked version of Scicat backend has been configured and is currently running
