Minor bug fixes

Index can now be masked without SampleSheet being read incorrectly
Config updated for the new year
getMachineID will no longer fail when miseq flag is used
"Missing data" flags for bcl2fastq is now correct

Enhancements

It is now possible to specify that missing fastqs should be ignored when generating the quickreport
Sisyphus will no longer sleep if Data is incomplete or SampleSheet is incorrect
Only Unaligned will be searched for Fastqs
