NEW: longer descriptive page for the project

While the INDEX page is planned to have a short blurb, it's mostly to orient the user to what they can do on the portal, and what the scope of the database is, etc. This page is for a longer description of the project itself, which will include the context around the Curated Topics list as well. Accessed via a page nav bar menu at the top RH corner of all pages = static nav.

7/29/2021: Available through a link in the Portal footer (above the main BMRC footer) -- should we put a link in the brief descriptive sentence at the top by the Browse bar? We have not included a link in the upper RH as suggested above.
