Fix the PC startup issue from Streetdrone #8

Issue with starting up the PC using the power management console. The PC will only turn on if all the sensors have been turned on through the GEMS power management console. The PC should not require all sensors to be turned on, only the PC power button to be pressed.

Follow the guide from Max's latest response here from the zendesk.

You will need a laptop with RS232 port (or RS232 to usb adapter)

On Windows OS Download GWv4 legacy Version: 4.02.53 Download provided. gin and .gpme files

Follow ECU Installation wizard to install the .gin file?

We couldn't find the required cables in the zendesk comment. Will ask about scheduling a video call.

Update: there is an issue with the usb-hubs not being able to transmit all the data from all 6 cameras. Required that the usb hubs are turned on before the PC is able to turn on. Streetdrone is trying to fix this issue. Nothing we can do from our end at the moment.
