Vehicle interface #2

Integrate the SD-VehicleInterface into Autoware's vehicle interface package.

This will allow us to run the Streetdrone vehicles using Autoware.

Create a branch mcav/sd-vehicle-interface (I think of the mcav-autoware.universe repo but not too sure)
