When the job page polls in the background, the progress bar near the top of the page (or reports list) momentarily flashes and causes a slight shift to the layout.
This is distracting and looks glitchy - we should only show the progress bar on the initial page load and not during background refreshes.
Alternatively, a smaller circular progress icon (or icon button) that subtly spins when refreshing without causing any layout 'popping' - this could replace the 'cloud+tick' with the spinning 'refresh' icon.
