Move everything to .Net 7.0 #84

remove strong naming of assemblies (not supported by .NET 7)
remove ETW perf tracing, the new WPF Perf tools are pretty great, so we don't need that any more anyway.
move to new ClickOnce packaging system which works great.
change how versioning is done using UpdateVersion instead of an MSBuild task.
