Move to the correct CI dir #215

Looking at the Action tab, perhaps the cron that automatically closes issues is not working.

For example, the famous JavaScript testing library Jest has the following dir path.

https://github.com/jestjs/jest/blob/main/.github/workflows/close-stale.yml

We will move stale.yaml to .github/workflows/ in this PR to get it working.
