I edited the title to make this a generic discussion for Ruby. As it stands, there is a ruby.md, but it simply states that we follow the Ruby Style Guide and Rails Style Guide.

• Use Bundler for dependency management.
• Use YARD for code documentation.
• Use RSpec for testing.
• Use Rake for task running.
• Use RuboCop to enforce the Ruby Style Guide and check code quality. Use rails_best_practices for Rails. And any other code quality tools you want.

I think we should use Figaro for Rails app configuration. It just hit v1.
