Nanotrasen Representative #5

Adding the new role "Nanotrasen Representative", a special role that directly speaks with the Central Command, reviewing each department and sending feedback to it.

He should have each department base access, all commands access instead of HOP one and captain office.

Mindshielded and not available for tator.
