This PR updates the Desktop binaries for SharpDX. This contains the latest changes including those from https://github.com/sharpdx/SharpDX/pull/348 that allow video playback on Windows 8 Desktop.
The updated binaries checked in are only for Windows Desktop, and are taken from Sharp DX's master branch @ commit 3474533dc99b09c953d2e71e13cb1602bc5d3f9c
