New DesktopGL dependencies

This PR is for the new dependencies of DesktopGL.

What's in:

• Windows:
  • OpenAL-Soft x86: from http://kcat.strangesoft.net/openal.html
  • OpenAL-Soft x64: from http://kcat.strangesoft.net/openal.html
  • SDL 2.0.4 x86: from FNA redist 05-24-2016
  • SDL 2.0.4 x64: built with VS2013 from https://github.com/FNA-XNA/SDL-mirror and with the revert suggested by Ethan (https://github.com/mono/MonoGame/pull/4874#issuecomment-221459729)
• Linux:
  • OpenAL-Soft x86: from FNA redist 05-24-2016
  • OpenAL-Soft x64: from FNA redist 05-24-2016
• MacOS:
  • OpenAL-Soft universal: from FNA redist 05-24-2016
  • SDL 2.0.4 universal: from FNA redist 05-24-2016

SDL Linux binaries are missing on @cra0zy request to provide them.

Mind that the openal-soft folder already contains Android binaries under the "lib" folder. I didn't renamed it to not break anything, but it would be welcome to rename it and update the dependency links to this folder for Android.

@mrhelmut out of curiosity have you even build the MonoKickStart on mac? I'm trying to rebuild it.

I didn't tried. I only forked it (https://github.com/mrhelmut/MonoKickstart) with the additional dependencies of GDI+.
