Add a new "Getting Started with VSCode" article, use the following as the basis https://github.com/MonoGame/MonoGame/discussions/8131

Sure, more than happy 👍 Just make sure to include the extra bits for mac, .Net versions, commands and if possible content building (especially with Silicon)
