[Feature Request] Adding support for +q, +h and +a channel modes. (~,& and %) #263

As a server owner of a minecraft server, and an unrealircd server it is critical to me and my staff that we can use IRC for commands. In my server I give people the channel modes corresponding to irc permissions and ranks. The problem is, I cannot give command permissions through MonsterIRC to +h, +q or +a admins, as those channel modes don't seem to work. Thanks, Jai Ragwani :)

Since each mode is different for every IRC network, I don't think this is recommended. for example, +q on Espernet is quiet, but +q on Rizon would be Channel Owner.
