Bugfixes: various minor issues in Counter, Plotter, setup #142

This issue addresses minor bugs that don't necessarily warrant their own issue

[x] Setup: the script needs to detect if it is being run from within the tinyRNA environment, and if it is, deactivate the environment
[x] Plotter: DGE plots are not currently produced for sample conditions that have underscores in their name
[x] Plotter: exceptions that occur in multiprocessing workers do not propagate to the master node

Reopening issue and adding the following additions:

[x] DGE: a Samples Sheet without a control condition will cause the DGE step to crash. This is due to an incorrect default value in the Run Config files
[x] Plotter: class proportions for class_charts are improperly calculated
[x] Plotter: the table in class_charts shows 2 digit decimal precision but will never display anything but integer precision
