Windows installation `pip install -e .` error #8

I'm running on windows and python version 3.8

I'm running into difficulties downloading the bot on windows. I got through all of the installation steps for windows here:

>cd \path\freqtrade-develop
>python -m venv .env
>.env\Scripts\activate.bat
REM optionally install ta-lib from wheel
REM >pip install TA_Lib‑0.4.17‑cp36‑cp36m‑win32.whl
>pip install -r requirements.txt
>pip install -e .
>freqtrade

but i get an error at pip install -e .

it works halfway then stops when its installing pycares? Im really lost and been working on this for a while. :(
