Add basic decal system #770

Known issues:

[x] Texture Out of Bounds after restarting prj2
[ ] Some decals merge with others, creating garbage geometry (Reported by Lore - very hard to replicate)
[ ] Animated textures don't always work (Reported by Lore - can't replicate)
[ ] Possibly find a solution for this:

Closing this for now as this approach causes way too many issues. With offset 8.0, applying any Move effect to a room still causes problems. In TEN, offset 4.0 or lower causes Z-fighting issues. Remaining issues are mentioned in the original post. Such a shame...
