esp32-S3/-S2/-C3 and esp32 V4 buildenvs: espressif32@5.3.0
esp8266: espressif8266@4.2.0
new minor version 0.14.0-b27.33 (as this is a major update of low-level features, and may have unexpected consequences)
release notes - added parts that we merged from upstream

@netmindz, @ewoudwijma, @troyhacks please test this change on your favourite devices, to make sure there are no hidden "showstoppers" for main MM usecases.

Reviewed and tested espressif32@5.3.0 with an S3 board - seems fine to me.

I have noticed some issues with espressif32@6.4.0 - but nothing like that with 5.3.0
