Robustify search for pkg-config; update Cmake version dependency. #51

The cmake\FindPkgConfig.cmake fix (which is specific to Windows) has also been submitted to the Kitware Git repo as a merge request.

This is the first in a series of patches designed to make loudgain buildable under Windows.
