Update Royale to v0.9.11 #104

Once Royale 0.9.11 is officially released, we should update MSDKI

Configuration file updated to download v0.9.10 as stable and v0.9.11 as development Royale.

Please, check with latest build.

0.9.11 is working correctly, but downloading 0.9.10 failing - Mac OS Ventura 13.4:

Okay. That makes sense.

https://www.apache.org/dyn/closer.lua/royale/0.9.10/binaries/apache-royale-0.9.10-bin-js.tar.gz - running this link on a browser opens me to a webpage instead of downloading a zip file. I probably need to use the link from that webpage. I shall check this.

I have tested on Mac OS and Windows 10 all is good.
