Update CHANGELOG for 4.5.0 Release #109

I need to update the changelog, and then generate release candidates from Bamboo

I updated the changelog and triggered release candidate builds here: https://static.moonshine-ide.com/downloads/msdki/rc/

Once we do some sanity tests on the release candidates, we can push this to production.
